Armenia behind border provocations with Azerbaijan
By Vafa Ismayilova
A Russian peacekeeper said Armenia was clearly behind the provocations on the border with Azerbaijan, local Baku-based media reported on August 19, citing the Reverse Side of the Medal Telegram channel.
“Shootings very often take place on the border of Armenia and Azerbaijan, but all this is just to draw attention to the whole situation and disrupt the peace negotiations on the designation of the borders of the country. ‘State. After analyzing everything that happened, we can say that the provocation on the part of the Armenian armed forces is obvious, ”the unidentified Russian peacekeeper said in a note posted on the channel.
It should be noted that local media shared screenshots of the memo of the Russian soldier, who serves as a member of the Russian peacekeeping contingent temporarily stationed in Azerbaijani territories liberated from Armenian occupation during the 44-day war in 2020.
“I serve here on the second shift, that is to say, I replaced those [Russian servicemen] who entered Karabakh in November 2020. In fact, all this fuss was the result of a great Armenian collapse. Armenia cannot come to terms with its defeat, trying in every way possible to show its importance, ”he noted.
As for the mined areas, the Russian Peacekeeper stressed that he had never seen such a number of minefields elsewhere.
“Moreover, the Armenian armed forces were withdrawing so quickly that the documents for the location of many fields were not even drawn up. The humanitarian demining unit must therefore clean the area every day. [of the mines]. The Armenians who lived here used to treat us kindly, even in the shops, very often they did not even take money, but now everything has changed. We are a very good source of income, ”he added.
He added that the standard of living in the region is low.
“Considering the money and travel allowance ($ 17 per day), peacekeepers can afford a lot [buy many goods], and the Armenians profit from it, in the places where are placed posts, shops immediately opened. There are also irreconcilables who believe that we betrayed them by not getting involved in the war alongside Armenia, ”added the soldier.
The Russian peacekeeper’s remarks came days after the Azerbaijani Defense Ministry issued a statement on August 11, urging Russian peacekeepers to end the illegal deployment of Armenian troops in Azerbaijani territories under their temporary control.
Later on August 14, President Ilham Aliyev reiterated that Azerbaijan had recently identified Armenian troops being sent to Karabakh via the Lachin Corridor which is controlled by Russian peacekeepers.
“Our Defense Ministry made an official statement a few days ago [August 11] to put an end to it. Weapons and military cannot be sent from Armenia to territories controlled by Russian peacekeepers. This contradicts the trilateral declaration of November 10. Unfortunately, this continues to this day. We have repeatedly expressed our position verbally. But since it didn’t work, we officially declared it, “he added.
The head of state noted that Azerbaijan has all the technical means to monitor the events taking place in the Lachin corridor and areas under the control of Russian peacekeepers.
Commenting on his expectations of Russia, the president said that Azerbaijan wants all the provisions of the trilateral declaration to be implemented as signed by the leaders of Azerbaijan, Russia and Armenia.
“Most of them have already been implemented. But there are still unanswered questions. This is our expectation. Russia, as Azerbaijan’s neighbor and Armenia’s close ally, certainly plays a special role in this region. It’s natural. . We hope that Russia will continue to spare no effort for the security of the region and to take measures to ensure a lasting peace, ”he said.
Aliyev said that another expectation of Azerbaijan is that Russia does not arm Armenia.
“We have brought this matter to the attention of Russian officials. We are concerned about it. The war is over. The Armenian people have accepted this situation. The Armenian government has also accepted its own defeat and the recent parliamentary elections in Armenia has shown it. Thus, the people have already given preference to a defeated party. It is an unprecedented spectacle in history when a defeated party receives popular support. In such circumstances, of course, this makes no sense to arm Armenia, ”the president said.
He noted that although this has not yet happened, there have been some statements from Russia.
“A few days ago, during a meeting with the Armenian Minister of Defense, the Russian Minister of Defense said that the process of sending Russian weapons to Armenia has started. This is a matter of great concern. Moreover, the new Armenian Defense Minister has made some very irresponsible statements that if the Azerbaijani side crossed the Armenian border one centimeter, they would open fire. In other words, it looks like the Second Karabakh War has not yet been a lesson for everyone. If that is the case, then we are ready to teach them another lesson. Therefore, we hope that Russia does not arm Armenia because it does not is not necessary, ”he added.
Aliyev said that Azerbaijan wants Russia to take Baku’s concerns into account in this matter.
“Because no matter how many weapons are supplied, the balance of power will not change. Over the past 30 years, Russia has supplied Armenia with billions of dollars in free weapons – some of which are now on display. in our park of military trophies – but the Armenian army has been completely dismantled. We will allocate as much money as necessary to arm our army, and we have done it. We just think that the war is over and that it is not. is not necessary. We were not and are not the ones who initiated the process of rearmament of the region. We hope that other partners will take the appropriate measures, “he added.
As a reminder, recent weeks have seen the worst escalation of tension between Armenia and Azerbaijan since the signing of the November 10 declaration that ended last year’s hostilities between the two countries.
The presence of any Armenian military in internationally recognized Azerbaijani territories is in violation of the November peace agreement signed by Baku, Moscow and Yerevan.
About 2,000 Russian peacekeepers were deployed for five years in Karabakh as part of the trilateral ceasefire agreement negotiated by Moscow. The signed agreement required Armenia to withdraw all its troops from the Azerbaijani lands it had occupied since the early 1990s.
The agreement also stipulated the return of the Azerbaijani regions of Kalbajar, Aghdam and Lachin. Before the signing of the peace agreement, Azerbaijan liberated 300 villages, settlements, city centers and the historic city of Shusha which had been under Armenian occupation for about 30 years.
