Senior coastguard officers arrested for embezzlement

The seven people arrested on Monday by the Criminal Investigation Agency under the Ministry of National Defense are: Lieutenant General Nguyen Van Son, former commander of the Vietnamese Coast Guard; Lieutenant-General Hoang Van Dong, former Political Commissar of the Coast Guard; Major General Doan Bao Quyet, former Deputy Political Commissar of the Coast Guard; Major General Pham Kim Hau, former Deputy Commander, Coast Guard Chief of Staff; Major General Bui Trung Dung, former Deputy Commander of the Coast Guard; Colonel Nguyen Van Hung, Technical Chairman and Deputy Commander of the Coast Guard; and Col. Bui Van Hoe, Deputy of the Coast Guard Command Finance Department.

All seven are being investigated for “misappropriation of property” under the National Penal Code. The investigation was approved by the Central Military Procuratorate.

Prior to the arrest, the Standing Council of the Coast Guard Party Committee for the 2015-2020 term had already been notified by the Central Committee of the Communist Party of Vietnam.

The Party Secretariat, in charge of Communist Party personnel affairs, also removed Son, Dong, Quyet, and Dung from all Party posts.

According to the Secretariat, the council had “seriously violated” the principle of democratic centralism and the principle of self-criticism, the work regulations and the regulations of the Central Military Commission.

The violations have led to “a breakdown in political values, ethics and ways of life, with grave consequences”, he said.

The board also demonstrated a lack of accountability, loose leadership and laxity in inspection and supervision, allowing the Coast Guard high command and subordinate units to violate Party regulations, State laws and Department of National Defense regulations.

Violations were detected in the management and use of finances, the implementation of capital construction investment projects, the purchase of technical equipment, materials and goods and the fight against smuggling, leading to very serious consequences.

Under national law, the Coast Guard is part of the People’s Armed Forces, a specialized state force that serves as the primary law enforcement agency in maintaining national security, order and peace. safety at sea.
